Technically you could get a ticket. A couple years ago, when they were debating about whether to make cell phone use illegal while driving, they instead to decided to make a "distracted driving" law. It was made so a cop could stop you if you were doing anything dangerous while driving, like using a phone, putting on makeup, smoking, etc.. (At least in the state I lived in).
For sure, last time I was in PA I was a toddler... I was planning a trip over Thanksgiving last Thanksgiving to meet up with an old college friend, but realized if I drove I'd have to make like 5 stops along the way and back to meet up with other friends and family scattered between here and there and didn't have the time. Stayed home instead. Would have been Nashville ---> Charlotte ---> Richmond ---> DC ---> then Allentown... then to NYC for a day before driving back.
