No, we've been cutting back federal overreach and letting the individual states decide what they are willing to tolerate.
Just because we aren't willing to throw money at empty promises, or hold our own people at gunpoint doesn't mean we're neglecting anything.
If I'm in Louisiana, I don't want the Mississippi polluted by say... Missouri. The problem with leaving it to the states is they can start to fuck each other over; easily.
In 1824 the Supreme court decided that Congress has authority over anything that effects another state. The case was originally over commerce, but it's been expanded since then.
As I've said on other threads, we'd be a lot better off enforcing the laws already on the books than writing new ones.
