Those graphics were never awesome. Before 4, the GTA series was on the Renderware engine, not exactly something that pushed polygons. And Rockstar stressed size over graphics, combined that with a measly 32mg ram and a 294Mhz CPU, meant that things looked ugly. Keep in mind that Vice City was released in 2002. Shenmue, another open world gamed, released in 1999 (December of 1999 but whatever) looking like this: http://i.imgur.com/pYDW2KCh.jpg
