Those graphics were never awesome. Before 4, the GTA series was on the Renderware engine, not exactly something that pushed polygons. And Rockstar stressed size over graphics, combined that with a measly 32mg ram and a 294Mhz CPU, meant that things looked ugly. Keep in mind that Vice City was released in 2002.
