You're completely (and purposely, I believe), missing the point, which is the use of the words "with no active warrants", which - purposely or not - creates the picture of a man who might as well have a criminal past, just no active warrants at the moment when he was shot. If that had been the case though, it would surely have been mentioned. That makes it look a bit biased in favour of the police to some and definitely not painting them in the worst light possible. Which you apparently need to mention compulsory #uniformfetish
