Having recently moved to the northeast, I never realized how much fluctuating temps, ice, and plowing and salting wreak havoc on roads.

Yes it does, but some of those states actually take care of their roads... while others most decidedly do not.

And one is from Pompeii, which was covered in ash for almost 2000 years, it protects a lot!

Uhhh... Vesuvius buried Pompeii in 79 AD, that road was built in 312.

Cobblestones are great for weather resistance, as everyone else has been saying, they're terrible for driving on.
