WTAF... that'd never happen over here in the UK (hence why I presumed it was fake because it's terribly unfair to charge people extra because of company losses)
The utility company connects to your address, usually at their expense, with the expectation that you will eventually cover the cost of that installation. This is why many utilities now charge you to connect to your home so that they don’t have to recover expenses later.
Also many are now offering plans where you pay an averages amount each month to smooth out cost jumps. Electricity providers have wildly variable demands daily and seasonally so they try to stabilize charges however possible.
