As a resident of Utah, I've never heard nor seen something like this. My guess? It was a piece of artwork done by an employee or someone related to the hotel chain.

You realize not even half the state is LDS, yeah? And Mormons are encouraged to have kids. Just within the bonds of marriage. One, because we believe the powers of procreation are sacred, and two, because we believe children are entitled to be raised by both a mother and a father who honor their marital vows.
