The more I think about finding random rubber ducks on walks, the more I'm reminded that Cincinnati has an annual Rubber Duck Regatta, where they float thousands of rubber duckies down the Ohio River. There are plenty of pedestrian walkways by the river. If OP lives in southern Ohio or northern Kentucky, this might not be unlikely.
Also, I've been to the Rubber Duck Regatta, but I didn't get any photos. I have a photo of me next to a giant inflatable duck outside the Cincinnati Museum of Modern Art though.
This is nice, but who the heck goes for walks and finds rubber ducks just hanging around on a regular basis?
Unless maybe after he took the first one, someone noticed and deliberately started leaving ducks around for HIM to find, which he then left around for other people to find
