The Uruk-Hai can read from what I can tell, or at least most of em can. Normal Orcs I'm not so sure about. Trolls most likely not, except for maybe a few.

Orcs do have feasts and organization. They might be brutal and savage but never for a second think they are any less intelligent than the average member of the other mortal races. Also how would a human on earth that's never been to a restaurant know what a menu is? By hearing it said by someone else. They raid human places and ambush them. It's not unlikely that a human said something about a food menu while they waited to attack.

Restaurants as we know them today are relatively new. In fact the vast majority western restaurants stemmed from the French revolution in which many chefs suddenly found themselves out of work when the monarchy was beheaded. Menu's preexisted the restaurant by several centuries at least, even though word comes from the 1830s, since any list of things that were/are going to be prepared for consumption at a meal would have been a menu.

As I said before, they probably picked it up from people speaking mannish. Hobbits man. They're people whose lives revolve around food. Chances are they invented the word menu.

And since hobbits are relatively easy prey for orcs, I'd imagine they would've definitely raided some of their towns since the time of their creation. Or maybe it's a rough translation for another word in Black Speech.
