But could they really? Even just considering the energy consumption of reptiles where they need a heat source to function, could they really do something useful in the time they had?

Well dinosaurs were warm-blooded, otherwise they wouldn't have grown so damn big. Though, in reality, a sapient dinosaur would probably have the build similar to those old restorations of theropods, where they were built like kangaroos. Also dinosaurs were much more similar to birds and crocodillians rather than lizards.
But it's just lighter coloured flesh on its neck.
