I'm assuming this is caused by someone hearing a Southerner say hard as hell? A lot of Southerners say hell as hail. Usually extended out in such a phrase like hard as haaaaaiiiil. Another commonly heard is what the hail may-an.

I can confirm that hell can def sound like hail in a Texan accent, but I never thought anyone was actually saying hail cause it hardly hails enough here to be a saying.
