He looks like a member of a stereotypical European mob. The right hand man who dies after a climatic fight with the protagonist in which the big boss gets away to set up a sequel. Then maybe returns bigger and badder.

Plot twist, he's the right hand man who takes over after the boss gets sniped in the flashback, but this isn't revealed until the emotional climax of the story.
