You retain more and actually become fluent in the language though

It’s also possible to become fluent without living there. I’ve never been to an English speaking country for more than maybe three weeks at a time, but I’d say my English isn’t half bad.
Well, we start in the first year of secondary school, equivalent to your 7th grade I believe, and I’m in my first year of university at this point in time. For the first four years my English was improved more by watching series/youtube vids and playing video games than classes at school, but in the last two I was selected for our school’s Cambridge program, meaning I should be “able to function at a post-university level” in English (though this is highly debatable).
