That is at the least battery, or assault and battery where the two are conflated. It can be elevated to assault with a deadly weapon at the prosecutions discretion. It is both a tort and a crime, meaning you can be arrested and face criminal charges, as well as being sued in civil court for damages to correct the issue, emotional damages, and possible loss of income etc. if applicable. It is considered agrivated assault in many current and former British territories and the UK, and legal precident exists. Even if you are not convicted, or the sentence is light, If charges are pressed you will be arrested and jailed for assault until trial or bail. If the hair has religious or cultural meaning, such as beards may in many cultures, you may also face charges in many countries under anti hate crime laws.

hair has fairly cultural significance in many Native American cultures and has a religious aspect to those that still follow the old ways. If that happened here not only would you get possibly jailed you'd have to move as you'd never find a job with that on your record in the capital of a native tribe.
