That is a Slurpee from 711 a gas station/convenience store. The Slurpee is also known as an Icee or a Slushy.
Most people put the lid (that this picture is using for a wide open top) on as a normal lid than pour the "drink" through the opening allowing the "drink to fill past the cup into the lid.
But this person flipped the lid upside down and poured "drink on top making it appear as picture.
And I for one will be trying this next time I get a Slurpee. lol
Wait people put the lid on first? I always did that at the end, after I'd poured the slushie. I don't think I've ever seen anyone put the lid on first actually..
They have to be slurpee/icee type if it's an actual slushie (liquid with ice/snowcone rather than sort of smushed & whipped popsicle in texture) it's asking for horrible sticky spills all over you/your car. If it is the correct texture then you put the dome lid on, put that near the nozzle and fill it up to the top, tap the bottom on the counter to get out any big air bubbles/settle the slurpee, then fill the last little bit more.
Everyone has different experiences, I've never seen anyone put the lid on second, including concession stand people at movies where they sell icees.

@guest Well, I knew about the tapping part at least. And Seeing the pic of the slush filled up to the top suddenly makes it make so much sense why the lids are domed.. Can't believe I've gone all these years having never seen that/connected the dots..

I can see that ending badly. There is nothing to keep the lid from sliding off. The first turn you make leaving the store parking lot, it's gonna go flying. Might work if you add a couple pieces of tape?
