Honestly there should be a waiting period to get a pet, and no adoptions during certain holidays allowed, and maybe a database so that people who've dropped pets off right after getting them or come in constantly to get new pets can't just adopt and abandon at their whim.
I disagree w/ the holiday thing. My family adopted our puppy around Christmas as a gift to ourselves after one of our dogs passed early in the year, and she is an amazing little girl who makes me smile daily. I couldn’t imagine not having her at Christmas.
No one in charge of anything gives a shit if the people getting the pets is responsible or not. The only thing they care about is not killing the overpopulation of dogs and cats. There are multiple dogs in my small neighbor that have attacked multiple people and nothing is done. No fine, nothing. They won't even take the dog in for rabies quarantine because there's no room.
The SPCA is South Africa won't allow you to adopt a pet unless you pass a home check. As a child I was denied a dog because the gap between our fence and the ground was too big. Any other countries do this?
You have to pass different tests to get a dog in Switzerland, including dog training so you can be allowed to take the dog in public transport. They must be chipped and registered in the national database. You can't get one on a whim. Also, social animals like hamsters must never be alone, so you can't own only one hamster. Cat ownership, however, isn't as rigorously monitored.

Montezuma? Nope. I honestly have no clue where he is... took him to the same pet shop I got my ball python from. I bought Montezuma from a Pet Smart, so overall it's a win... those dudes are specialists.
