Even if the water were clean, that's far too small a space for any species of fish. Especially breeds of goldfish, which get insanely large, and produce waste at a rapid rate. They can't even be kept humanely in most *normal* fish bowls. They require a large aquarium.
He's basically condemned these fish to suffocating to death in their own feces. And it will be a pretty horrible death besides that since iirc the ammonia produced will be burning the fuck out of their eyes, gills, and scales the entire time
