Really? I'd love to talk to you about that. My aunt fostered nine children at once with three of her own. This was back in the eighties though, when everything was fine.

The goal of the Foster care system is to reunify kids with their bio parents. Sometimes that's a good thing sometimes it's not. A lot of times it takes a while to get the bio parents clean and they cause a lot of chaos in the kids will being just in short scheduled visits.

Alternatively, the bio parent might save the kid from a bad situation. Happened to my friend whose adopted parents split up and he got shipped off to his aunt and uncle in a different town.
