Not sure about the whole soul part but I've hit one hard enough to make my rear view mirror fall off and force reset my radio.

Ended up with a blown tire and broken leaf spring, needless to say the repairs to my car got paid for by the road maintenance department, about six other cars took similar damage in the hour it took them to close the road.

They really didn't have much choice, they screwed up patching a pothole and created a small sinkhole by nicking a water line. Between all the damaged cars they ended up with about $10,000 in damages.

You think they'd put a sign up or border it off before anyone or anyone's car got damaged. Councils are pretty shitty like that haha

It's sort of like driving from Germany into France... some places take care of their roads; some don't. And you can feel the difference.
