He is probably a lead for the ground crew or maybe an accountability employee. Notice how he points at each bag? That is called point-and-call and is a method for quality control and cutting down on mistakes. Train engineers in Japan do the same thing to ensure they don't miss a signal. It's very effective for making sure things are right.

I also think he was reading the tags to ensure that only the right bags went on the truck. There were probably different tags to denote transfers and final destination. The point-and-call method you said makes things run so much more smoothly that it actually increases efficiency and therefore increases speed.

In mlst countries they usually just throw them willy nilly into the cart as if they want things to break.
