No, they just don't want to LOSE their job to spare you the 30 seconds it takes to show your ID. Because if they get caught not IDing someone who looks at least 30 (+\- depending on location) they will get fired, no second chances.

Probably to be sure the name on the Costco card matches ID. Some people "borrow" other people's Costco cards so they don't have to pay the membership fees.
