If you sell that phone you can at least go visit another town in your country, which is not far away but still a travel. (And even another country if you're patient and take the train. Depends on where you live).

It says "as much as you can". For some people, it might not be much, or far. But if you take the time and effort to save up, anyone can get enough money to go on a short road trip.
