Detroit's Children's Hospital use to have (probably still does) some terrible parking. I rode in an ambulance with my son and seen a lot of people blocked in parked inches from other vehicles. Parents rushing an injured kid to the hospital shouldn't have to stress about parking.
I tend to commit to this train of thought with an addendum: if the car in question is a giant phallic symbol, then I blame him. If it's a more humble vehicle then I go "yeah, well, maybe he got a bad parking spot because of the other guy who's already left".
