Why didn't he bring the cape thing though? The hair is gonna fall everywhere on his shirt, and it's so uncomfortable.

Maybe because of hygiene. Some homeless people contract scabies, bedbugs, fleas and other parasites which could attach themselves to the cloth... if you give several people a haircut this could lead to an epidemic.
