I think you mean ectothermal, but either way it depends slightly on the temperature of the floor. The carpet likely, but hardwood is typically cool, so the sweater *might* prevent some heat loss there. In the long run, though, it's likely not going to be particularly beneficial for him overall. Also, snakes can't really move with them iirc. I mean, they can slither in and out of them if they're not too tight (if they are too tight wtf is wrong with you), but they don't really "wear them."
