The obstruction to the eyes would likely be considered reckless driving which would be illegal. If you opened up the eye portion, then you'd likely be in the "You're not doing anything wrong, but I've already pulled you over, and I don't want to admit I'm wrong, therefore you're doing something illegal. What was that you said? *puts hand on holster* You said you're resisting?"

The eye covering is likely no more obstructing than sunglasses. They could however get a ticket for causing a driving distraction for other drivers as this is obviously intended to cause a lot of second and third looks
