In America, if you don’t sell to the government (or a private company the government is backing), they seize your property. It’s legal and happens often enough. They did this in Detroit back when it was a major real estate market. Car makers wanted to build and it was decided the jobs and GDP as well as the economic systems that would support would benefit society, so they forced property owners to cede their land for a now defunct venture. They do this for roads, power lines, recently a high profile oil pipeline.....
I'm betting, if that silly wall ever actually does get financed they will do the exact same thing. They'll eventually win, but it'll be a nearly decade long legal battle.
Er... more like legal war, because there are thousands of battles to be fought along the border if that wall is to ever be built.

I would concur. What I would see happening is that there would be protracted legal battles. Many people’s property would be taken and given over to a private firm contracted for the development. There would be battles with Mexico over several issues including water treaties, and then after so much ill will was engendered one of 2 things would occur:
1. It wouldn’t ever get finished. The private companies would keep the land rights and leverage them to huge profit and those citizens who lost their land for “greater good” will have gifted it to share holders.
2. It will be finished, huge boondoggles of corruption and tax+private funds and contracts for maintenance and policing will occur, and then it will ultimately be abandoned by future administrations, fall into disrepair, and the land will belong to the private contractors or the government (who will sell it to private developers) and for all the ill will engendered those people will still have donated to people with more money.
