Apologies- there is likely a winner. When Gizmo is dunked and produces another gremlin- that gremlin will have been “born,” and while many would quip something about being alive not being a “win,” the vast majority of gremlins in the movies seemed to be happy about it.

*ahem* actually - when a Mogwai gets wet, it produces other Mogwai, only by feeding it after midnight will turn it into a Gremlin. So techniqually, providing that all owners are responsible, everyone will walk away with a very adorable pet. Given that we can't even treat real animals properly... Well, yeah.

It is implied that it’s after midnight and before sunrise I believe.

That would really be weird in places like the towns above the Arctic Circle. There would be times when you could never feed your Mogwai and times when you could feed it anytime of the day.
