There was a kiddy carnival that every year came to my home town and 2 yrs in a row I worked for them while they were in town to earn a few extra bucks.
Well they didn't have a legal license to sell cooked food but they can sell packaged food or bottled drinks but not cups of soda.
So they had signs saying they sold paper cups with your choice of free soda and ice. Also free paper plates blue plates came with a free corndog, red came with a free candy apple, pink came with a free funnel cake, white came with a free nachos, and so on. My favorite was the lol paper unicorn horn that came with your choice of free cotten candy.
When you ordered if you said you wanted a corn dog or asked for the certain food they say sorry we don't "sell" that here but if you "buy" the blue paper plate for 2 dollars it comes with a "free" corndog. Lmao
