Just push it off the side of the roll? Put some pressure on the toilet paper and it should create at least a little wiggle room to push it to the edge. Not as difficult as it looks.

They forgot the ones through the tube to keep those in place, what is this amateur hour? Wouldn't bother me, I carry a box cutter everywhere, it snaps zip ties like they are paper.
