Too much work. Best to load up on ammunition.

It’s a neat idea but largely impractical. Putting assures that such a large volume of ware would be heavy and likely to hurt someone- you would need sufficient upper body strength to throw it, let alone accurately. Gravity (dropping it like a bomb) might work better, but is far more likely to injure a person. Additionally, the inner balloons would not “scatter” unless the outer balloon broke sufficient distance from the target to allow them to do so- it would have to break before it hit. Likewise- unless sufficient force were used, the inner balloons may not properly rupture on impact, and due to the volume they occupy there is not effective difference to the target from being hit by a single large balloon. It’s not a very efficient weapons design and if one isn’t willing to risk potentially injuring someone- it’s primarily a psychological weapon with huge liabilities including undetonated rounds being returned by the enemy.
