Yes. They need a line with the wind so they can take flight... otherwise you get them flapping like mad bitches so they can turn around... around buildings this leads to pigeons breaking their necks.

When we went to Disneyland something people fail to memtiom is it is over run by ducks. I have seen busy walk ways filled with people go to a stand still all because some damn duck wont fly off it insist on waddling with the crowd.
Yeah everyone is always talking about how awesome it is that Disneyland has so many cats. Yet no one mentions how many ducks there is.
Actually the Disneyland Ducks don't migrate. They have food water and warmth all year long so they stay at the park all year long. Just during winter time you see less of them as they try to stay warm.
It happens to ducks and alot of other birds. It is why they say don't feed ducks at ponds and such.
If they see a steady source of food and water they will stay all year long and refuse to migrate.
And we'll the ducks at Disneyland see steady source of popcorn and crumbs and such. They also have ways to get clean water to drink so they stay. Disney has nothing to do with it. It just ducks squatting lol.
