I think the OP was trying to point out the hipocrisy of big cities. I would like to think we are all aware of the necessity to do our part for the environment, but for folks living out of big cities, most of us chose to do so to avoid city councils telling us how to live.
Cutting down trees to create farmland is the primary cause of deforestation worldwide. Not to mention livestock account for a fuckton of greenhouse gas contribution. If you want to point fingers, larger industrial countries like the United States and China contribute greatly to the issue of climate change, while places such as bangladesh, marquesas islands, and kiribati contribute very little per capita to climate change but will suffer its effects far more. If you want to point fingers, european countries, the us, and china are largely at fault for the pain and suffering we'll see in the pacific. It's not much of a city vs. country issue
not to mention your immediate environment won't accurately represent your individual impact. If you produce a lot of trash, use a ton of electricity, etc. your immediate surroundings might not be effected, but that doesn't mean you have more than your fair share of trash floatin around in the pacific.
If you want to get a more accurate idea of your impact on our environment, this can help you calculate your carbon footprint.

Ah the fun lie of corporations. Its their regulations that mainly affect the world. What they are allowed to produce will be reflected in millions of consumers.
But hey its your fault for buying straws that will end in the propper disposal facility of your country
