Let's not confuse raising awareness of an issue and complaining. Complaining is saying it's hot outside and I hate it. Raising awareness would be letting people know why it's hotter than normal or pointing out how its different from normal and what may be causing it. While there may not be an easy solution it's clear to see how one could be considered whining and the other is actually raising awareness.

In that case, it's important to whine, if no one talks about any problems because they don't have the solution, no problems will be solved
