Chester did get super sad in one episode (where Wanda and Cosmo quit) and he got a genie posing as a fairy godparent.
The only reason he’s not got a fairy godparent is because his dad loves him

Also his first wish was to make his dad a great baseballer.
And even then his father wanted to spend time with him!!!
happiness is also a state of mind. Chester had the positive outlook to cope with his less than pleasant situation while Timmy did not this explains why all the fairies were not in Africa helping starving kids.
