Labor camps usually, but as long as there is a certain segment of their population fighting for the truth, why not provide it? It'd be easier if they toppled the government rather than the rest of the world getting into a war over it.

That opens up bigger questions like "What is truth?" and "Is sharing the truth always the moral thing to do?"
Short answer: maybe?
Medium answer: The US does a lot to impose our Western morals and "democratic" government systems on other countries, and it's not always helpful, and it's almost always not what the people want.

It's my personal opinion that this project comes from a perceived moral high ground and ignores the possible ramifications of distributing treasonous materials to people who might not want them.
