Ah yes- but remember- it’s all based on thin air- with threat of force or tangible rewards as the only motivations to comply. The question isn’t really about that- it’s about who has control over that imaginary concept. There’s the carrot and the stick- whoever controls these controls the only real things that exist to effect compliance and control over a society. People in control like to be in control. People who like the way their lives are tend to not like changes in power because change is uncertainty- success in an environment is largely due to that environment favoring you or you favoring it. Changes to the environment can endanger your success.
