Dad doesn’t want the responsibility of a dog, dad might not want to deal with the eventual and likely inevitable heart break of a dog, and dad really doesn’t want to end up taking care of the dog and paying for everything for the dog and dealing with doggy messes because dad doesn’t think you can or will. But in his heart- dad almost always wants the dog. Dad also wants a boat or huge tv or cool car etc- and dad could technically pay for it- but dad is trying to be practical. A big secret of growing up is that you don’t stop wanting fun things- you just realize that no one is going to take care of you or stop you from doing things that aren’t practical, so you learn to tell yourself no. The power of being an adult comes with the responsibility to not just do whatever because you technically can. But dad very likely loves dogs with his whole heart.

There is no greater bond between a dad and the dog he said he didn't want.
