I count 21 as well- but.... this is an artwork by Anne Stevens. The 22nd prison uniform is in the bottom left corner out of frame sticking off to the front of the lowest row so that row is longer the others. This photo cuts off that as well as the rest of the work. Notice the asterisk by the statement about universities? There is a disclaimer about that. That means UC schools- not community colleges or state schools which California has opened.

I talk about this a bit in another reply- but This art work is cut off. See the asterisk next to the university statement? That’s schools added to the UC system- not including state colleges, community colleges, technical training programs and other institutes of higher learning, not trade or vocational schools and other continued education. California has one of the densest concentrations of high caliber Post high school education in the country. And yes- The exact number of prisons is debatable but right around 22, but consider that California has only opened up 23 prisons since 1965, and since 1965 has opened more than 41 community colleges. California has a total of 35 prisons and Has one of the largest populations of any state. It has 23 US schools in the system plus all the state and community colleges in the college system. If you include all state programs for higher degrees colleges outnumber jails by several times.

In fact- public colleges that aren’t universities and aren’t state schools? There’s over 146 of those alone. Over 264 “4 year” institutions of higher learning and over 750 post high school educational campuses. Wow. That’s a lot of gowns to hang. You can see why just using UC’s built since the 80’s would be more dramatic no?
