The joke is that Sydney is the capital city of Australia, and that Australia is joked to be upside down.

I'm confused, please explain the joke in a more succinct yet still clear manner, if you please. Why is Australia upside down? And why isn't the clock?

Canberra is the capital city of Australia. Sydney is just the capital of New South Wales, a state of Australia.
