I choose to believe there was nothing WRONG with the man, someone just scuppered up the paperwork and declared him dead for the hell of it

They don’t say who declared him dead. Maybe he just pissed off his wife and spent 14 minutes declaring “I am SO dead!” until he found out she wasn’t mad at all.
