In some continuities he was a straight up war-criminal who made whistleblowers disappear and tied up loose ends in ways that would make General Shepherd uncomfortable.
I think the big deal is that there was no authorization. No orders. Instead of being a carefully honed scalpel that removed people his handlers needed removed, he instead raged like a wildfire against people he decided didn't deserve to live.
Personally, I get the impression that the world needed people like him after the snap.
