The US government is fine with the US government having the phone information for everyone. They aren’t fine with the Chinese government having it though.

Exactly. Every government does this to their own citizens but no country wants other countries to spy on their citizens. Of course every country wants to have access to all the other countries info, especially if they're in any kind of competition with that country.
