I dont know how you get to where the cops blame the kid, it looks more like a general statement. I very seriously doubt the driver wasnt charged with something, and I very seriously doubt the police department blames the 10 year old kid.

It doesn’t say anywhere the kid is to blame- but the use of language, something journalists and editors who generally have degrees in the field or studies of some sort, review and critically think about pieces know a thing about... is such that it puts the EMPHASIS on the boy and his culpability in the accident while flossing over the drivers. The police themselves aren’t indictable since it’s a factual quote the article writer took without context to paint the picture they wanted you to see.

You both make terrible terrific points. It's a supuflous detail, the footpath is a safe area and such any information aside from the child actively causing the accident doesnt need to mentioned. More than anything this only serves as fearmongering against technology. If an elderly person, invidivdual in a motor inpeedment or younger child we're in the way without a way of moving out of the way. That would merely be choked up an unfortunate accident, and not the dumb blame game we see.
