She may be able to actually. The movements and such she performs in concert or on videos as well as her dancing suggest that she has some good core and leg strength and endurance at the least. As a matter of fact- those with high or even very high body fat are often very strong. Not only does fat hide muscle because you can’t see the definition or size as well- but simple tasks take more strength so the body adapts. A person with somewhat average upper lower body ratio who weighs 100lbs might have a leg that weights about 7lbs for a woman. So each step etc. they are moving 7lbs and their muscles adapt to that weight. The same person weighing 200lbs might have a leg that is about 14lbs- each time they move they lift more weight.

So not only do your arms weigh more when you’re larger- so does the rest of you. Every day tasks where you support your weight in whole or part from moving around in bed or getting up from sitting etc all take more strength. Larger people are often stronger, and she is a performer who does show some physical prowess. As such she may very well be able to perform a push up- however women in general regardless of weight tend to have less upper body strength and push ups are an exercise that wether she’s 90lbs or 300 many women have trouble with- so even if Lizzo can’t do a push up- that doesn’t make her much different from many women in any random sample.
