The same thing is with the difference between đ and dž (first one is pronounced softly and the second one harder)

In Polish there are soft and hard consonants of similar sounds. Ć and cz, dź and dż, ś and sz, ź and ż/rz

In Polish it's CZ and Ć. CZ is the voiceless retroflex afficaye, which is harder in pronunciation. Ć is the voiceless alveolo-palatal sibolant affricare which is softer.
