"Agalychnis callidryas" - it's 'cause they're always on their phone. Actually, their eyes are used to startle predators. During the day, these frogs tuck their most colorful parts underneath their bellies so that only their green back is visible, thus they are camouflaged against the foliage. But if a predator approaches, they open their eyes abruptly, temporarily scaring the attacker and allowing them to jump to safety. (Note for Yu-Gi-Oh players: these frogs do not fit into the "Red-Eyes" archetype)
