It's accessed through a tor browser, pops your location around the world so you stay anonymous. It's not the "SCARRY OH NO STAY AWAY" place it's portrayed as, maybe back in like 2008. Some agencies like the FBI actually use it as honeypots to catch the illegal activity, I'd say 85% of illegal sites on the dark web are FBI honeypots. The dark web actually has a lot of practical/non-illegal activities to do, just google.
