Yea, but billboards are out in public and are understood to be ads, meanwhile you could legitimatly be looking at soft core porn on your phone and if someone where to see only a quick glimpse of this image that might be what they think you're doing, especially if you pull the phone away like how you might when shit like this is on your phone/laptop.

I also want to add- especially for those who may not be aware- at work etc, looking at images another person finds offensive or even having them where someone can see them can be part of a sexual harassment or hostile workplace claim. The same goes for jokes. You don’t have to be telling a person or sharing a joke; it doesn’t even have to be related to them- but just the fact you you are telling an “offensive joke” itself can contribute to either harassment or hostile workplace.
